Faculty of Law Universitas YARSI Entrusted by Ministry of Human Rights to Evaluate Regional Regulations of DKI Jakarta from Human Rights Perspective

In 2026, the Faculty of Law of Universitas YARSI once again received a mandate from the Ministry of Law and Human Rights of the Republic of Indonesia to participate in the Evaluation and Analysis of Draft Regional Regulations (Raperda) and Regional Regulations (Perda) in DKI Jakarta from a Human Rights (HAM) perspective. This activity represents continued trust placed in the Faculty of Law of Universitas YARSI as an academic partner in conducting comprehensive, human rights-based legal studies of regional legal products in the capital city. The evaluation and analysis results conducted by the expert team from the Faculty of Law of Universitas YARSI are subsequently submitted as recommendation materials to the Governor of DKI Jakarta to ensure that every regional regulation drafted and enacted aligns with human rights protection principles, is non-discriminatory, and guarantees citizens’ constitutional rights. In implementing this evaluation activity, the Faculty of Law of Universitas YARSI actively involves students to participate in the review and analysis process, in line with the institution’s commitment to “the involvement of lecturers and students in legal development efforts in DKI Jakarta”. This student involvement provides practical experience and direct learning about the regional regulation formation process, human rights-based legal analysis, and the role of academicians in providing input for building a more just legal system at the regional level.

The evaluation and analysis activity of DKI Jakarta’s Raperda and Perda from a human rights perspective conducted by the Faculty of Law of Universitas YARSI aligns with the achievement of Sustainable Development Goals (SDGs) across several key points such as Goal 4: Quality Education by directly involving students in practice-based learning of actual legal development processes, providing valuable experience in public policy analysis and legal studies that can enhance students’ academic and professional competencies; Goal 5: Gender Equality by ensuring that evaluated regional regulations do not contain elements of gender discrimination and provide equal protection for women and men; Goal 10: Reduced Inequalities by evaluating whether Raperda and Perda provide fair protection for all levels of society without discrimination, ensuring no vulnerable groups are marginalized in the implementation of regional regulations; Goal 11: Sustainable Cities and Communities by promoting the formation of regional regulations that support the development of Jakarta as an inclusive, safe, resilient, and sustainable city that respects citizens’ rights; Goal 16: Peace, Justice and Strong Institutions by strengthening the rule of law and ensuring access to justice for all through human rights-based regulatory evaluation, promoting the formation of local government institutions that are accountable and responsive to human rights; and Goal 17: Partnerships for the Goals through strategic collaboration among higher education institutions (Universitas YARSI), the Ministry of Law and Human Rights, and the Provincial Government of DKI Jakarta in building a regional legal system that is just, human rights-based, and supports the achievement of sustainable development in the nation’s capital.
